Capital’s Role
Capital Contractor Services is serving as the Association’s Owner’s Representative, providing oversight from pre-construction through project completion and closeout.
Pre-Construction Support
- Review engineering reports, repair scopes, and coating specifications
- Identify qualified contractors and coordinate the bidding process
- Lead pre-bid walkthroughs and clarify project requirements
- Evaluate proposals and prepare a detailed bid comparison
- Assist the Board with contractor interviews and selection
- Help ensure the final scope reflects the building’s conditions and performance requirements
Construction Oversight
- Serve as the primary liaison between the Board, management, engineer, and contractor
- Conduct weekly site visits and participate in project meetings
- Monitor progress, schedule adherence, and outstanding issues
- Provide progress reports and photo documentation
- Support clear communication and accountability throughout construction
Project Closeout
- Coordinate punch list development and completion tracking
- Review warranties and contractor closeout documentation
- Assist with collecting final project records and completion requirements
History With the Property
Capital Contractor Services has an established relationship with Bella Mare at Williams Island, having previously completed a comprehensive exterior improvement project at the property. The work included stucco and crack repairs, window sealant, complete exterior painting, waterproofing, and the replacement of 218 balcony ceiling lights.
That experience provided Capital with valuable familiarity with the building, site logistics, exposure conditions, and the expectations of its residents, management, and Board. This history allows our team to bring continuity, informed guidance, and a strong understanding of the property to the current engagement.
