Project Overview
Capital Contractor Services serves as the Association’s Owner’s Representative, providing oversight from final scope development through construction completion and closeout.
Our role is to protect the Association’s interests by maintaining clear communication, structured coordination, and accountable project oversight at every stage. We act as the liaison between engineers, contractors, consultants, and management to help ensure the project remains aligned with the Board’s goals, schedule, and budget.
Capital’s services are administrative and advisory in nature. All design decisions, code compliance, and certifications remain the responsibility of the project’s licensed design professionals.
Scope Summary
Engineer Selection & Design Oversight
- Review and compare engineering proposals
- Assist in selection of the Engineer of Record
- Evaluate repair strategies and construction documents for completeness and cost impact
Permitting Oversight
- Monitor permitting progress and coordinate responses
- Track submissions and provide status updates
Construction Oversight
- Conduct regular site visits and attend progress meetings
- Monitor schedule adherence and contractor performance
- Review pay applications and change orders
- Provide ongoing reporting to the Board and management
Project Closeout
- Assist with punch list tracking
- Compile warranties and close-out documentation
40-Year Recertification Support
Capital also provides coordination and oversight of required non-structural components to support final 40-Year Recertification approval, working alongside the Association’s consultants and permit expeditor to help ensure a streamlined and fully documented completion process.
